20XXhasbeenafullyear.Onemajorfocushasbeentheeconomy.Overall,wearenotdoingbadly,consideringtheglobaleconomicuncertainties.Weexpectgrowththisyeartobeonepluspercent,stillpositivethoughlessthanwehopedfor.Whilethelabourmarkethaseased,unemploymentremainslowandwearestillcreatingnewjobs.Iknowmanyemployersandworkersareconcerned,butrestassuredtheGovernmentiswatchingthisclosely.

Wehavelaunchedschemestohelpworkersadaptandgrowinthenewenvironment,toplaceandtrainworkersinjobsthatarebeingcreated,andtooffercareersupporttoprofessionalschangingcareersinmid-life.SkillsFutureisrampingupEarnandLearnprogrammes,StudyAwardsandFellowshipsfordifferentsectors.Workingwithbusinessgroupsandunions,wearedevelopingIndustryTransformationMapstailoredfordifferentindustries.TheCommitteeontheFutureEconomyisworkingonlonger-termstrategiesforgrowth,andwillpublishitsrecommendationsinafewweeks’time.

AnothermajorfocushasbeenstrengtheningtieswithmajorpartnerstocreateopportunitiesforSingaporecompaniesandSingaporeans.ProspectsfortheTPP,theTrans-PacificPartnershiphavedimmed,butwecontinuetopursueotheravenuesofeconomiccooperation,includingtheRCEP,theRegionalComprehensiveEconomicPartnership.WeconcludedaComprehensiveStrategicPartnershipwithAustralia.WithChina,ourChongqingConnectivityInitiativeismakingprogress.IheldaretreatwithPresidentJokoWidodoofIndonesiainSemarang,whereaSingaporecompanyisdevelopingKendalIndustrialPark.Mostrecently,wesignedwithMalaysiatheBilateralAgreementfortheHighSpeedRail.

Atthesametime,wearemakingSingaporeaCityforAllAges.26,000householdscollectedkeystotheirneworresaleHDBflatsandenjoyedgeneroushousingsubsidies.150,000seniorcitizensarebenefittingfromSilverSupport.WehavecompletedourreviewoftheCPFandlaunchedthe$3billionSuccessfulAgingMasterplan.Moreparentsareenjoyinggoodandaffordablepreschools,with17,000morechildrenbenefittingfromMOEKindergartensandAnchorandPartnerOperators.OurstudentshavetoppedinternationalrankingsinPISAandTIMSSassessmentsforreading,mathandscience,andtheyarereadytofacethebravenewworld.

Wehavealsoupdatedourpoliticalinstitutions,inparticular,theElectedPresidency.WenowhaveaconstitutionalsafeguardtoensurethatweregularlyelectPresidentsfromthedifferentethnicgroups.ThenextpresidentialelectionwillbereservedforMalaycandidates.IlookforwardtoSingaporeagainhavingaMalayHeadofStatesinceYusofIshak,ourfirstPresident.

Singaporeismakinggoodprogress,buttheworldaroundusisinflux.Thesearedifficultanduncertaintimes.Indevelopedcountries,amoodofnativistnationalismhasgrown.Thereisprofoundangstanddiscontentwiththeimpactoftechnologyandglobalisation.Peoplewanttoshutthemselvesoff,toinsulatethemselvesfromforeigncompetition.Thiswillmostlikelyhurtthemselvesandfailtoimprovetheirlives.Inanycase,smallcountrieslikeSingaporecannotcloseourselvesup.Ourbestchoiceistostayopen,tocontinuallyreinventourselves,andtostandoutamongthecountriesoftheworld.

Inourownregion,theterrorismthreathasgrown,evenwithinthelastyear.Raceandreligioncontinuetobeprominentissues.Inneighbouringcountries,thesepowerfulforcesareaffectingpolitics,andcreatingtensionsanduncertainty.

Whateverthechallenges,IamconfidentthatSingaporewillpullthrough,becauseofthespiritandresilienceofourpeople.Inthispastyear,IhavemetmanySingaporeanswhohaveproventhatwecanachieveanythingwesetourheartson.

ImetSingaporeansactivelypursuinglifelonglearning.LikeMs.AdeleneTeck,anoccupationaltherapistfor20years,nowstudyingforadegreeattheSingaporeInstituteofTechnology(SIT).Herfellowstudentsareallmuchyoungerthanher,butsheisundeterred,andmakingprogressalongsidethem!

Mr.MuhdShamirstartedasamolecularbiologist,butaftersevenyears,helaunchedhisowntechnologystart-upatLaunchpad@Block71.Ayoungentrepreneur,ShamirisactiveintheAMP,theAssociationofMuslimProfessionals,helpingAMPtosetupaco-workingspaceforotherbuddingstartups.DuringSG50,hewasoneoftheorganisersofKitaX,afestivalthatralliedyoungSingaporeanstoexchangeideastomakeSingaporebetterforthenext50years.

Memorably,JosephSchoolingshowedushowbig,improbabledreamscancometruewithfaithanddetermination.Itwasnoteasy,butheputinthehardwork.AshewalkedouttothepoolinRiothatday,hecarriedthehopesofallofus.Wecheeredhimon,heartsinourmouths,asheswamtheMen’s100mbutterfly.Whenhishandtouchedthewall,thewholenationroaredincelebration!Forthefirsttime,MajulahSingapuraplayedattheOlympicGames,andwesangourheartsout.

Wediditagainamonthlater,whenYipPinXiustruckdoublegold,breakingtwoworldrecordsalongtheway,andTheresaGohwonabronze,attheParalympicGames.OurspexScholars’achievementsweretheresultofyearsofdedication,sacrificeandhardwork.Theydaredtodream,andweredeterminedtomaketheirdreamscometrue.Theyproved,inJoseph’swords,that“evenpeoplefromthesmallestcountriesintheworldcandoextraordinarythings”.

Besidesthosewhowingoldmedals,ordreamofchangingtheworldwiththeirstart-ups,Ialsometeverydayheroeswhoquietlydotheirbest,dayinanddayout.VolunteerslikeLalithamaNair,whoconductsfreegardeningprogrammesforchildrenandmentorsteenagerstocarefortheenvironment.PioneerGenerationAmbassadorslikeKohTingBeow,SatyabhamaKarunakaran,andAzizah,whonotonlygodoor-to-doortoexplaintheGovernmentschemestoseniorcitizens,butgooutoftheirwaytobefriendthem,personallybringingthemtoclinicsforcheck-ups,selflesslyofferinghelpandsupport.Theirsustained,collectiveeffortshelpmakeastrongandcohesivesociety.

ItisbecauseofalltheseSingaporeansandmanymorethatIamconfidentwecancontinuetodowelldespitetheuncertaintimes.

Forfortyyearsyouheardfrommypredecessorsonthisdaydifferentvariationsonthesametheme:howourcountrywasflourishing,howmanymilliontonsofsteelweproduced,howhappyweallwere,howwetrustedourgovernment,andwhatbrightperspectiveswereunfoldinginfrontofus.

IassumeyoudidnotproposemeforthisofficesothatI,too,wouldlietoyou.

Ourcountryisnotflourishing.Theenormouscreativeandspiritualpotentialofournationsisnotbeingusedsensibly.Entirebranchesofindustryareproducinggoodsthatareofnointeresttoanyone,whilewearelackingthethingsweneed.Astatewhichcallsitselfaworkersstatehumiliatesandexploitsworkers.Ourobsoleteeconomyiswastingthelittleenergywehaveavailable.Acountrythatoncecouldbeproudoftheeducationallevelofitscitizensspendssolittleoneducationthatitrankstodayasseventy-secondintheworld.Wehavepollutedthesoil,riversandforestsbequeathedtousbyourancestors,andwehavetodaythemostcontaminatedenvironmentinEurope.AdultsinourcountrydieearlierthaninmostotherEuropeancountries.

Allowmeasmallpersonalobservation.WhenIflewrecentlytoBratislava,Ifoundsometimeduringdiscussionstolookoutoftheplanewindow.IsawtheindustrialcomplexofSlovnaftchemicalfactoryandthegiantPetralkahousingestaterightbehindit.Theviewwasenoughformetounderstandthatfordecadesourstatesmenandpoliticalleadersdidnotlookordidnotwanttolookoutofthewindowsoftheirplanes.Nostudyofstatisticsavailabletomewouldenablemetounderstandfasterandbetterthesituationinwhichwefindourselves.

Butallthisisstillnotthemainproblem.Theworstthingisthatweliveinacontaminatedmoralenvironment.Wefellmorallyillbecausewebecameusedtosayingsomethingdifferentfromwhatwethought.Welearnednottobelieveinanything,toignoreoneanother,tocareonlyaboutourselves.Conceptssuchaslove,friendship,compassion,humilityorforgivenelosttheirdepthanddimension,andformanyofustheyrepresentedonlypsychologicalpeculiarities,ortheyresembledgone-astraygreetingsfromancienttimes,alittleridiculousintheeraofcomputersandspaceships.Onlyafewofuswereabletocryoutloudlythatthepowersthatbeshouldnotbeall-powerfulandthatthespecialfarms,whichproducedecologicallypureandtop-qualityfoodjustforthem,shouldsendtheirproducetoschools,childrenshomesandhospitalsifouragriculturewasunabletoofferthemtoall.

Thepreviousregime-armedwithitsarrogantandintolerantideology-reducedmantoaforceofproduction,andnaturetoatoolofproduction.Inthisitattackedboththeirverysubstanceandtheirmutualrelationship.Itreducedgiftedandautonomouspeople,skillfullyworkingintheirowncountry,tothenutsandboltsofsomemonstrouslyhuge,noisyandstinkingmachine,whoserealmeaningwasnotcleartoanyone.Itcouldnotdomorethanslowlybutinexorablywearoutitselfandallitsnutsandbolts.

WhenItalkaboutthecontaminatedmoralatmosphere,Iamnottalkingjustaboutthegentlemenwhoeatorganicvegetablesanddonotlookoutoftheplanewindows.Iamtalkingaboutallofus.Wehadallbecomeusedtothetotalitariansystemandaccepteditasanunchangeablefactandthushelpedtoperpetuateit.Inotherwords,weareall-thoughnaturallytodifferingextents-responsiblefortheoperationofthetotalitarianmachinery.Noneofusisjustitsvictim.Weareallalsoitsco-creators.

WhydoIsaythis?Itwouldbeveryunreasonabletounderstandthesadlegacyofthelastfortyyearsassomethingalien,whichsomedistantrelativebequeathedtous.Onthecontrary,wehavetoacceptthislegacyasasinwecommittedagainstourselves.Ifweacceptitassuch,wewillunderstandthatitisuptousall,anduptousalonetodosomethingaboutit.Wecannotblamethepreviousrulersforeverything,notonlybecauseitwouldbeuntrue,butalsobecauseitwouldbluntthedutythateachofusfacestoday:namely,theobligationtoactindependently,freely,reasonablyandquickly.Letusnotbemistaken:thebestgovernmentintheworld,thebestparliamentandthebestpresident,cannotachievemuchontheirown.Anditwouldbewrongtoexpectageneralremedyfromthemalone.Freedomanddemocracyincludeparticipationandthereforeresponsibilityfromusall.

Ifwerealizethis,thenallthehorrorsthatthenewCzechoslovakdemocracyinheritedwillceasetoappearsoterrible.Ifwerealizethis,hopewillreturntoourhearts.

Intheefforttorectifymattersofcommonconcern,wehavesomethingtoleanon.Therecentperiod-andinparticularthelastsixweeksofourpeacefulrevolution-hasshowntheenormoushuman,moralandspiritualpotential,andthecivicculturethatslumberedinoursocietyundertheenforcedmaskofapathy.Wheneversomeonecategoricallyclaimedthatwewerethisorthat,Ialwaysobjectedthatsocietyisaverymysteriouscreatureandthatitisunwisetotrustonlythefaceitpresentstoyou.IamhappythatIwasnotmistaken.Everywhereintheworldpeoplewonderwherethosemeek,humiliated,skepticalandseeminglycynicalcitizensofCzechoslovakiafoundthemarvelousstrengthtoshakethetotalitarianyokefromtheirshouldersinseveralweeks,andinadecentandpeacefulway.Andletusask:Wheredidtheyoungpeoplewhoneverknewanothersystemgettheirdesirefortruth,theirloveoffreethought,theirpoliticalideas,theirciviccourageandcivicprudence?Howdidithappenthattheirparents--theverygenerationthathadbeenconsideredlost--joinedthem?Howisitthatsomanypeopleimmediatelyknewwhattodoandnoneneededanyadviceorinstruction?
